ASSISTANT COST & CONTRACTS MANAGER / CHIEF QUANTITY SURVEYOR
Responsibilities
- Lead and supervise a team of QS for functional duties
- Prepare project feasibility studies, preliminary estimates, cost plans and budgets, manage value engineering to excise cost control across the entire projects
- Formulate procurement strategies, prepare tender packages (BQ conditions, etc) and tender evaluation
- Administer contracting contracts, ensuring regulatory and internal compliance
- Review, evaluate and manage monthly progress payments, variations, extension of time and potential contractual claims
- Prepare cash flow forecasts, regular financial progress reports, cost-to-complete analyses, and final accounts for senior management
- Ensure alignment and coordination between internal development teams, design consultants and the in-house project team
Requirements
- Degree in Quantity Surveying / Building Studies / Construction Management, or a related discipline
- Membership of HKIS / RICS, or equivalent professional institutions is preferred
- Minimum 15 years of relevant experience in quantity surveying, with at least 3-5 years in a supervisory or senior capacity
- Experience working with both Consultant and Main Contractor is preferred
- Proven track record in managing large-scale residential, commercial, or mixed-use development projects
- Strong expertise in pre and post contract QS management and procurement practices
- High commercial acumen with strong negotiation, financial analysis, and strategic decision-making abilities
- Strong leadership, conflict resolution, and communication skills
- Fluent in written and spoken English and Chinese (Cantonese and Mandarin)
- Proficient in MS Office, MS Project, etc
- Candidates with less experience will be considered for the post of Chief Quantity Surveyor
